SCOPE OF WORK:
The Calexico Neighborhood House operates a Shelter Program referred to as Casa Villanueva at an existing single family residence approximately (60) years old. In addition, the site contains (2) additional structures which are uninhabitable and must be removed. The project site is located in Calexico, California.
Two (2) existing structures on the south side of the property (adjacent to the alley) are absolutely not habitable and are a safety concern; these (2) structures will be demolished. The existing residence located at the front of the site has had several additions added to it which do not comply with current structural standards.
After a detailed physical evaluation by Javier Diaz, Architect, of the existing 1,408 SF residence, it was found that the supporting foundation (a raised floor system) is in great disrepair; in addition, the electrical systems have been modified over the years which will now require complete replacement, the plumbing system is also in need of complete replacement as is the entire roof. The completed project will also have to be provided with an automatic fire sprinkler system which will be very costly as a retrofit to this existing structure.
After a cost analysis evaluation, rehabilitating the existing 60+ year old structure would not be cost effective. The cost "per square foot" of rehabilitation construction is greater than simply removing the existing. structure and replacing with new.
Based on the above, the project to remove all of the existing structures from the site and replace those with (5) new dwelling units was submitted to the State of California Department of Housing and Community Development (HCD) for a capital development deferred loan.
The project will consist of approximately 3,900 SF of new construction and will include (5) dwelling units w/ (24 beds), laundry facilities, small office, (7) off-street parking spaces and outside play area.
COST:
Calexico Neighborhood House was granted a Capital Deferred Loan by the State of California Housing and Community Department to the amount of $425,000 for the construction of a new shelter in June 2009. The project architect, Mr. Javier Diaz, estimates the construction cost to be $855,000. In order to meet the construction budget cost will need to be reduced or an additional $430,000 rose.
Mr. Diaz has begun to prepare the project plans to identify project work areas that can be done by Neighborhood House volunteers, for example, demolition, interior and exterior painting, installation of the floor covering, kitchen cabinets, etc. Additionally, we will be asking private corporations, foundations, and individuals to contribute toward the cost of the project construction.
We will also be making presentation before local organizations and agencies requesting financial support for the project. In addition, individuals and businesses will also be asked for support.
